A recently-proposed two-tower, mixed-use development could capitalize on its location at a future GO Train station in Toronto's Brockton Village area. An application seeking Zoning By-law Amendment was submitted to the City in the final days of 2020 for a proposed redevelopment of the Value Village site at 1319 Bloor Street West, at Bloor's southwest corner with St Helens Avenue, a short distance west of Lansdowne subway station.
The plan from developer KingSett Capital calls for a 33-storey tower located near the southwestern corner of the site reaching a height of 115.4 metres, and a 31-storey tower located at the northeastern corner of the site reaching a height of 109.4 metres, both connected by a podium ranging in height from four to seven storeys. The designer is Hariri Pontarini Architects.
A total gross floor area (GFA) of 58,089 m² is proposed, primarily as residential space at 56,876 m². The remaining GFA is planned as 769 m² of retail and 443 m² for the new transit station. Representing almost 98% of the GFA, 634 condominium units are planned in a mix of 59 studios, 251 one-bedrooms, 259 two-bedrooms, and 65 three-bedrooms.
The project team has worked with Metrolinx during the design of the proposed GO station on the Barrie line along the west edge of the site where a ten-metre-wide strip of land totalling approximately 1,035 m² would be conveyed to Metrolinx to accommodate the Bloor-Lansdowne GO station platform and a multi-use path. The goal is to create the entrance to the station from within the development. It would be joined by a retail space, sharing a portion of the P1 level at the west end of the Bloor Street West frontage, where the street's grading dips down to pass below the rail corridor, where there is currently a concrete retaining wall.
A new 867 m² public park is proposed in the southeastern corner of the site fronting on St Helen’s Avenue. This space would connect with a POPS (Privately-Owned Publicly accessible Space) measuring 421 m², as well as the multi-use path that would link the new community gathering space to the GO station. Landscape design for the new outdoor space has been tasked to Ferris + Associates Inc.
A two-level underground garage with 215 spaces is proposed, with 177 resident spaces and 38 visitor spaces. The relatively small garage is suggested as reasonable due to the site's proximity to the Lansdowne subway station and the future transit capacity boost that the planned Bloor-Lansdowne GO station would provide.
