A proposal submitted to the City of Toronto in mid-June seeks rezoning to permit a 37-storey mixed-use tower at 2323 Yonge Street, located at the northeast corner of Yonge and Roehampton, a block north of Eglinton. Proposed by RioCan REIT, the plan calls for a DIALOG-designed building with a height of 137.8 metres and a gross floor area (GFA) of 30,476.1 m².
The building would be predominantly residential, consisting of 23,240 m² of the total GFA. The remaining GFA includes 6,596 m² of office space housed within the podium, plus 910 m² of street-fronting retail space. While the tenure of the residential units—condo or rental—is not specified, 380 units are proposed in a mix of 56 studios, 203 one-bedrooms, 83 two-bedrooms, and 38 three-bedrooms.
A two-level underground garage would house 65 spaces, including 61 for residents and four for visitors. The majority of tenants and residents would be expected to make use of the nearby TTC Eglinton Station, with local active transport trips encourage through 417 bicycle parking spaces on the garage levels.
The proposal would replace existing buildings at 2323 & 2329 Yonge Street. The eight-storey office building at 2323 Yonge is discussed in a Heritage Impact document prepared for RioCan by heritage specialists ERA Architects. The report identifies that while the building was identified as a potential heritage property in the Yonge-Eglinton Official Plan Amendment (OPA 405), ERA has deemed that "there are no heritage impacts associated with the proposed development," with this conclusion determined "using the Provincially-prescribed Criteria for Determining Cultural Heritage Value or Interest." The 1970-built structure, known for its distinct precast window frame panels, falls within a grey area of 20th-century architecture, with the more modern design styles rarely considered heritage, resulting in this age of building being increasingly threatened.
