The plan for a mid-rise condo development on Kingston Road east of Warden in the Birch Cliff neighbourhood of Scarborough has been revised. With a new submission to the City of Toronto, the project at 1478-1496 Kingston Road—known as The Manderley—is now under the ownership of Nova Ridge Development

The first submission for the site dates back to when rezoning and Site Plan Approval applications were filed in April, 2018. The project's zoning was approved in late 2019, with site-specific by-law amendments permitting the construction of an 11-storey building inclusive of a mechanical penthouse wrapped in residential uses. With the new zoning in place, Core Development Group, the previous owner of the property and original applicant, transferred ownership to Nova Ridge on December 31st, 2019. Replacing the previous design by Studio JCI, Nova Ridge's resubmission of the Site Plan Approval application incorporates the new zoning in a design by IBI Group.

A total gross floor area (GFA) of 15,137 m² is proposed, with 96% of the GFA, or 14,680 m² dedicated to residential, and the remaining 443 m² dedicated to ground-floor retail space. The 198 residential units—increased from the last submission's 185 units—are planned in a mix of 28 studios, 138 one-bedrooms, 33 two-bedrooms, and 23 three-bedrooms. A four-level underground garage would contain 172 spaces, with 136 long-term spaces for residents and 27 short-term spaces for visitors.

The IBI Group design maintains the proportions and concept of the Studio JCI plan that came before it, with a base similarly featuring masonry framing of primarily glazed elevations. The previous massing's staggered indentations have been simplified in the new design, replaced by more traditional and economical floorplate shapes, now planned with a series of projecting balconies.
