Firmland Development Corp has submitted a Site Plan Approval application for an 11-storey mid-rise building at 4694 Kingston Road in Toronto's far east end. The Core Architects-designed proposal would bring 163 condo units and 5 townhomes to the West Hill area of Scarborough, to the south-east of the University of Toronto Scarborough Campus.

Despite the project not fitting within the zoning for the site, the SPA submission is the first planning application that has been made for it. The property is governed by a pre-amalgamation Scarborough zoning code which restricts the building's height to 8 storeys and front yard setbacks to 3 metres, among other regulations. After holding two pre-submission consultations with planning staff, the developer intends to submit a Minor Variance application to operate around the outdated bylaw, following the circulation of this Site Plan application.

Located adjacent to Colonel Danforth Park, a Toronto and Region Conservation Authority (TRCA)-protected ravine, the proposal needed to work around a number of challenges associated with the typology of the area. The building is set-back from the ravine over 11 metres to meet TRCA's requirement. Stormwater management tanks are proposed to be installed below grade on the north side of the site to handle run-off and repurpose on-site rainwater.

The architecture of the building is influenced by its location; unlike most mid-rise buildings currently proposed in the city, this proposal has no rear neighbours and therefore is not subject to the typical 45-degree angular plane requirement. Because of this, step-backs in the design are minimal, reserved only for the transition between the brick-framed podium levels, and the glass-and-spandrel window-wall levels above floor 5. The north end of the building follows the curve of the ravine in some portions. Both the rows of continuous balconies and the spandrel panels shift back-and-forth at each level of the design. 

The plan proposes a mix of 101 one-bedroom, 56 two-bedroom, and 11 three-bedroom units. 164 parking spaces would be located in the below-grade garage.
