Corey Haim, the Toronto born actor that passed away last week, seemingly died penniless. Now its being reported that the City of Toronto will be paying for his funeral.

This is the first time I've seen something like this happen though. Is it common? Does the city have the discretion to pay for a funeral? Where do the funds come from and who can make this decision?"
