Window Covering in Condo

I just moved into a new condo and I've had major issues installing blinds/curtains in the bedroom. The windows are floor to ceiling and there is no space to mount a curtain rod on the walls around the window as the windows span the entire length of the wall. The top of the windows (ceiling) are boxed in by a bulkhead. I tried to install rolling blidns by drilling into the bulk head but i can only get about 3/8" in and then i think i'm running into a duct or pipe or something. What other options do i have? I don't think the bulkhead could support much weight. Are there special screws i can use?

I'm renting this unit so i'm not looking for a professional solution, I don't wanna spend $2,0000 on a rental.

Any suggestions would be greatly appreciated.
