Why were no other "Metropolitan (City)" regions ever created in Ontario?

Parking enforcement and authorities are different things.

And all RMs that I'm aware of display their populations.

That's a Metro parking authority badge, even though police could still issue parking tickets. And parking in Peel cities is not under regional authority. Also, that sign is on a municipal road, not a highway.
