Danforth Line 2 Scarborough Subway Extension

Still catching up here, but earlier councillor Thompson during his questions to Jennifer Keesmaat, got her to admit that since 1991, "there has not since been a single building established in the centre of Scarborough."
 
This pricing situation is bizarre. Give Byford's admissions that the pricing isn't properly representative, the LRT cost is likely between $2.5 and $2.7 Billion, while the subway is $3.5 to $4.5 Billion.

I can't begin to understand why the TTC used such bizarre assumptions about the LRT construction timeline. Terrible.
 
Just in, TTC has confirmed that there is nothing preventing the LRT construction from starting at Sheppard while work at Kennedy for Eglinton Line is complete. The construction timelines for the LRT have been overestimated, meaning that it could started be completed years sooner. The new timelines also means that the cost of the $2.7 Billion LRT would have been overstated by hundreds of millions of dollars.

There is also no reason why the Kennedy LRT platforms can`t be built at the same time, since they were originally planned that way. and unless those plans were burned, there is no reason why those plans could not be reused.

is there a shelf life to the validity of those plans? Its been almost 10 years since the original plans via transit city were created so alot of things wouldve changed

Those plans for Kennedy were done in 2010 actually, some analysis would need to be done of course, but they would certainly not need to be thrown out. If that were the case then the plan would have been faulty to begin with.

But the worse case claims from TTC Staff about having to wait five years are baseless and just ignorant.
 
Afternoon take:

  • Interesting, the parallel was made between Spadina and Scarborough extension.Scarborough moves more people at the similar cost.$3.2B for Scarborough and $3.1B for Spadina in today's dollar
  • Emphasis is being put again on economical growth and the ability to be competitive against the other centres in the GTA through redevelopment and transit connectivity.
  • Cost per km $270M for a tunneled subway, Surface route for the subway $100M
  • Elavating the subway was brought up....TTC admitted that it was feasible but no figures
  • Not following priorities is being brought up, staff admitted that today's projects are lower than other priorities...Province being accused of driving the Crosstown and Scarborough subway ahead of other projects. City defends by stating both are in the Top 10.
  • Mammoliti wanting to donate Finch money to Scarborough *Facepalm*
  • Going back to LRT is significant as staff described the full detail of those 2 years delay
  • Keesmaat confirms the RER/Smarttrack and Crosstown are the reason in the change of ridership for the subway extension
  • Cho: wanted to know cost of 3 stop subway, around $5B
  • City staff confirmed that the last flip flop is the reason why going back to LRT means starting from scratch
  • TTC being grilled on the 1 stop subway cost more than 6 stops on the TYSSE
  • City staff confirmed that Sheppard corridor has more density than the McCowan Corridor...Seems its an attempt to justify Sheppard above Bloor-Danforth. Claiming that it's 4 minute shorter to use Sheppard to go downtown than the SSE...But what about Yonge capacity??? City reinforced the goal of making STC a destination hub as a priority then just moving people to downtown
  • TTC says having full trains before Kennedy is counter productive. Seems to be the rational to cut Sheppard-McCowan stop
  • City confirms that cancelling the subway and going back to LRT would not free enough money to build the original LRT + Crosstown east, nor guarantee a transfer of funds from the province to LRT
  • City confirms that DRL Phase I does not relieve the Yonge line north of Bloor, only Phase II
  • ATC will relieve somewhat the Yonge line.
  • City confirms that revisiting alignment on the DRL from Pape to Carlaw will delay the DRL by at least 3 to 6 months and additional cost.
  • city confirmed that the Master agreement does not confirmed that O&M of the LRT would be convered ully by the province.
  • No construction is possible without the approvals along the whole line first, starting the LRT from Sheppard is not possible.

No idea what Matlow has to gain from proposing 24 vs 1 stop scarborough lrt plan. Do we really think Matlow if he wins will be laughing in his elite house at how he screwed those poor scarborough residents?
