Looks like the CL was revised and reuploaded. The original version said:

"The proposed development incorporates rail safety measures for Block 20 and are detailed as part of this rezoning application. With respect to phasing, Block 20 is planned to be completed prior to the completion of Block 8. Should there be an unanticipated schedule change, the approved or approved alternative rail safety mitigation measures will be implemented to satisfy Block 8’s requirements."

The updated version reads:

"The proposed development incorporates rail safety measures for Block 20 and are detailed as part of this rezoning application. With respect to phasing, the rail safety measures for Block 20 are planned to be completed prior to the completion of Block 8. Should there be an unanticipated schedule change, the approved or approved alternative rail safety mitigation measures will be implemented to satisfy Block 8’s requirements."

So that makes much more sense.
 
So .... This is being planned with an alternative scheme to reduce the gap between the building and the rail corridor, at the same time that Metrolinx is drafting top secret plans to run the Ontario line beside the rail corridor across the Don then into a portal where presumably there will be a TBM launch site. Right here. What could go wrong?

I am really curious about that. The routing has to cross the Don north of the rail lines to head north-west eventually to Queen Street. I think they will have to dive under the rail lines' viaduct and turn north on Parliament. There is -some- loading space but there is definitely a conflict here. If they built -under- the Don, they could start the tunnel east of that, but I know they want to build as fast as possible.
 
Looks like a good fit across from the Distillery District. Not sure if they'll age well.
