I have seen partial coverage of window spaces with spandrel before, but I think this is the first time I've seen full coverage. Seems strange to me to not have just designed the unit to incorporate that window space... 🤔

There's nearly an entire stack of windows on 1 Yorkville that are full coverage spandrel. (Source) It's arguably somehow even worse than this, because they made the spandrel almost the same light grey as the columns on the building. But yeah, this ain't great.
 
It's either poor unit / layout design or designed to reduce solar gain (for LEED) by reducing the percentage of vision glass on the facade. In Vancouver, I think they want to get down to about only 50% vision glass coverage.
