It's the main vehicular entrance ramp to the parking levels - both car and commercial loading
 
A reasonable amount of activity at The Well yesterday and today.

Saturday, March 21: Two cranes and the external construction hoists were active. One crane, one at the south-east residential tower, was handling bucket lifts for a concrete pour for much of the day, morning through the mid-afternoon timeframe. The office building south side tower crane was doing lifts all day and into the evening, finishing up at 7 PM - a ten hour day.

Sunday, March 22: Both external construction hoists are active - skeleton crew as it appears to take quite a while to off-load and stage the materials being lifted to the floor. The office building south side tower crane was already doing lifts by 9 AM - do not know exactly when it started. Lifts ended later in the morning possibly noon hour, and now it is being raised up to the next level. The concrete block to balance the crane's counterweights can be seen against the building in the background, a floor or so above the south west corner formwork.
