Not only one, but two locations where there are knockout panels. You can see the same in the Smarttrack technical update report from the Nov City of Toronto Exec Committee:

Metrolinx's offices are scattered around Union in several different buildings, but their main HQ with the big execs is in Union Station. Hard to find a better spot for it.
 
Metrolinx also is a very small office. They don't need much space considering current employee numbers.

I don't know how true that is for GO Transit themselves. Do they share the same office as Metrolinx?
