This might be a dumb question, but is this project actually underway or simply clearing the ground?
 
While the Wellington side landscape plan looks lovely, how are they going to get the businesses to give up their parking?

It would be interesting to delve into the history of the area. Victoria park used to be much bigger, but I guess pushing Wellington through was more important. Maybe it was never feasible or desirable as a residential area, but you'd think the wide street linking the two parks would have made an excellent spot for a row of upscale townhouses "back in the day."
 
The city owns the whole strip, including the parking. All they have to do is remove their boulevard parking permits.

That'll be a hard choice for Council's Neanderthal suburban majority. OK, sorry Neanderthals, that was totally unfair to your genus or whatever the hell it's called. On one hand, the horror of removing precious parking spaces. But on the other hand, lotsa juicy fundraising opportunities.
