Being slow is one thing but they're seemingly constantly behind on their own dates too
The value of the unsold condo units continues to climb so I doubt the developer is bothered by delays.

The pour will probably be a 15-20 hr job and considering the forecast for continuous and at times heavy rain starting this afternoon, I wouldn’t be surprised if that has contributed to delay/rescheduling.

They didn't pour because they're not ready. They still need to set up the forms for the two easterly elevator shafts and in a few other places.
 
Today no pour.

Considering the pace of construction with this One, I don't think the height increase is going to be an issue until sometime in 2050s.
Yeah, I get that it feels like watching moss growing on tombstones at this point. But I am pretty sure they're not going to be doing that tedious rebar sculpting all the way up on every floor. Least I hope not.
