Looks like they got their permit, this was not just Mizrahi fault but also part of the blame belongs to the city's slow reaction due to covid, the city has issued many partial permits to other developers over the years without everything being signed off.

My reading glasses are broken and I need a translator anyway... will a "partial permit" allow us to weld 86 floors of steel? That would be ok with me...
I was more thinking of 86 stories of stacked shipping containers when I first read that...

I've heard that the city has decided to start clamping down on partial permits without everything being finalized.

This was a bad situation with blame on all sides from what I've managed to gather.

Thankfully, it finally looks resolved and this can now go above grade.

Here is a (believe it or not) interesting read on the topic of conditional permits in Toronto. They were abused and arguably corruptly so for years. Now the City has finally clamped down and there is a fair, predictable, legal process.
