Here are the Toronto Fire Code rules re: barbecues, propane, and balconies: http://www.toronto.ca/311/knowledgebase/28/101000044728.html

Most buildings clam down more tightly than the code itself. Usually if the building does not have a gas line to the balcony, a barbecue is not allowed.

In regards to the severance of lands mentioned in the notice above, the Committee of Adjustment was not convinced that a subdivision of the site into commercial and residential lots was necessary, but they are conditionally approving the severance. (The conditions are just technicalities that won't be a problem for Madison.)
