It manages to be both too busy and not busy enough. Darker windows, mullions and spandrel might help, to give more contrast against the precast framing. It actually looks all right in earlier photos from before the windows are installed, but right now it looks drab as a raincloud.
 
The gray at the lower levels really looks deadly (and these blurry pics don't flatter it at all…)

21 Tubman Avenue (midrise) will open in July 2018 and 110 River Street(high rise) will open in February 2019. There are 4 retail stores coming to the base of the podium however it is unknown which retailers will occupy the 4 spaces.

Grey background, Grey building... really not a fan

Also seem like there aren't a lot of big or wall to ceiling windows in this building as well?

I'm aware that there was a building code change that requires more walls for insulation purposes, guess I won't be seeing corner units with expansive wrap around wall to ceiling windows anymore.
