The same reason why Brampton Transit doesn't provide service to Caledon, which now has several subdivisions immediately straddling the Brampton border: Caledon has to request it. There's a large warehouse north of Mayfield that wanted Brampton Transit service, it had to lobby Caledon council to agree to allow Brampton to serve it. Brampton has long-standing agreements with Toronto, York Region, and Mississauga for cross-border transit.
It's also the same reason why Züm doesn't have a branch of the 505 going to Vaughan Mills or Wonderland.
 
The 505 is planning to go to Malton GO in 2018, then extend to the actual airport terminals a year or two later. Eventually all transit routes into the airport will get integrated into the transportation centre though, yes. That is probably 5-10 years away still though however.
