Taking into account the elevation change will Phase 2 of One Yonge reach the same height as ScotiaBank Plaza from this angle?

(I’m guessing not but genuinely don’t know how different the elevation is)
It won't have the same girth, but it stand out like those bank buildings in height regardless of elevation, that's for sure.
 
What are those coils on the balcony ceiling outside? Are those heating elements to warm up the balcony above?

No, it's not the same thing, because of the soffit. It takes relatively less energy to raise the temperature in the enclosed and insulated soffit than it would if it were a bare slab with its underside exposed to the elements.

Wow! watching the video of above you can see skyscrapers as far as Mississauga downtown to the west. And North York's downtown to the north!
