Why on earth would Mansouri still be pursuing the addition of a floor to this building? At this stage of completion, has it not moved from greed to total, blinkered insanity?

It isn't to physically add an additional floor, it is to wrap the mechanical with additional units. So it can probably still be done at this stage.

The application before the Ontario Municipal Board (“Board”) is to facilitate a minor variance to permit a redesign of the roof area to provide for additional residential living space which will “wrap around” the proposed roof top mechanical facilities, further shielding those facilities from view. The variance and related conditions will serve to ameliorate concerns in the neighbourhood with respect to overview and shadowing.
