Does anyone know if the partial covering of the train tracks in that area have any function or are they some form of artwork?
 
Really? I thought they were as support beams for the walls on either side.

They are structural supports. But their shape was also chosen for aesthetics. It's an example of engineering and design going hand-in-hand, like the column at the Queen-Richmond Centre. Such features have a way of tickling the imagination.
