The city made it an avenue when it named it. The idea of avenue planning is, in part, to build pedestrian-friendly mixed-use streets where they may not exist presently. Even the far-flung parts of Eglinton could be urbanized with midrise or high-rise buildings with retail on the ground floor. There are streets with higher speed limits in various cities that are still mixed-use, dense and pedestrian friendly.

While it's 60 km/h for now, they could lower the speed limit for each area that gets built up, for safety.
 
Just got a Plant World flyer.

They mention that the land (which has been in the family for 127 years) has been sold. They'll operate for three more years at that location. The Reeves family is looking for a new location.
 
This application was resubmitted to the City last month, ahead of the OMB prehearing in May. It has been scaled back to 3 buildings (20s, 30s, 30s + 20s with a shared podium) and a block of 3-storey townhouses. The revision also includes a public park fronting Eglinton.

TL;DR: Lanterra and the City are currently in discussion and two mediation assessments in were held in June. Another prehearing is scheduled for October 23, 2017, which will be converted to a settlement hearing if an agreement is reached.
 
Update: The October 27 prehearing was cancelled and a Mediation session was held on December 18, 2017. A settlement hearing is scheduled for March 12, 2018.

The proposed tower heights will be further reduced to three 25-storey towers and one 21-storey tower at the east end of the site. The proposed podium heights will also be reduced, as reflected on the attached site plan dated January 11, 2018, and the townhouse block will be eliminated. The towers will continue to have a maximum floor plate size of 750 m2 gross floor area (“gfa”);
