As you can see in the second picture, there is a power cable attached to the crane so it could be an electrical one?

I assume you mean the west end. It is the end point of the huge Burnhamthorpe water pipe project. You can see a huge shaft at the north east corner of that section. It is also being used as a staging and storage area by the project’s construction companies.

Looks like they've started rebar and concrete on M2.

The second crane for M2 is going up and it looks like they are preparing the base for a second crane in M1 as well. These building have large podiums and thus need the extra lift coverage.
