Is that to protect the view OF city hall or the view FROM city hall?
 
It's to protect the view of City Hall from the south end of Nathan Phillips Square, with nothing popping out above it.

hmmm... very interesting! at least the rule makes some sense for the public enjoyment of the city... but does Aura not pop out? or is it sufficiently far away?

Biked past this today along Gerrard. The canopy along Gerrard towards Bay (it's a smaller version of the extruded black frame that makes up most of the podium) is so low it sits just above the retail doors and has the visual effect of looking like a tall person could smack their head into it while walking along the sidewalk. It has to rank as the most odd street condition I have ever seen during this building boom; if our planners are so concerned about streetscape design, then I have no idea why that was permitted; even more puzzled as to why IBI's team designed it that way.

You can see it in the first photo of the post above. It's really quite something in person o_O
