Found this story from a few months back

Estonian expat organisations in Canada have decided to buy a parking lot in Toronto, Ontario, to build an Estonian community and cultural centre in the city.

The project was initiated by the Estonian House in Toronto, the Estonian Credit Union, the Estonian Foundation of Canada and Tartu College, who entered into a letter of intent with Build Toronto, the City of Toronto corporation, to buy the parking lot at 9 Madison Avenue.

The property is located between Tartu College to the south and 11 Madison Avenue, owned by Estonian Credit Union, to the north.

“This milestone is a huge accomplishment for our small community and presents for us a very real opportunity to contribute to the fabric of our city and the sustainability of our community,” the project initiators said in a statement.

According to the expat organisations, the construction of the new community centre is only viable through the sale of the existing Estonian House property.

“Our institutions allowed generations of Estonians to come together as a community, to celebrate our heritage and to share our culture with Canadians,” the expat organisations said. “We are committed to ensuring sustainable community space for our future generations.”

The article references an LOI with Build Toronto, but isn't this a Green P lot?

This is definitely Build TO: http://buildtoronto.ca/project/9-madison-avenue-3/

Seems to have been declared surplus in 2011: http://www.toronto.ca/legdocs/mmis/2011/gm/bgrd/backgroundfile-42094.pdf
TTC subway infrastructure under the majority of the property, so substrata cannot be declared surplus. The City will reserve an above- grade easement to protect the TTC infrastructure. TPA interest in maintaining public parking at this location. Affordable Housing Office interest.

It's interesting to see European immigrant communities still building cultural centres. So many have closed and been redeveloped in recent years, as fewer immigrants arrive from Europe these days.

Indeed - apparently Toronto is the city with the largest Estonian population outside Estonia, and the current centre still house the Estonian consulate.

The proposed community centre is also beside Tartu College, which I think the community owns.
