Yes, there are people living in the lower floors. I also think it's busy with AirBnB'ers. Lots of people coming/going with their suitcases every morning when I pass by

True! I live here (moved in a month ago). I think the whole building is occupied save for floors 45-50.

I feel bad for anyone who AirBnB'd here this weekend - the insuite heat was out for floors 4-29! The property management rented a few hundred space heaters and were loaning them to residents.
