The foundation of anything takes a l-o-n-g time to complete before the rest of the stuff above the ground makes their appearance. Same reason the subway and other underground structure take f-o-r-e-v-e-r before we see anything.

It may depend on how ELAD handles this. But typically resident occupancy begins with the lower levels as long as the units and fundamental building amenities like entrance, lobby, elevator, and corridors are available for usage. And they move upward as more units get fully completed.
