Approved at the OLT after what sounds like a pretty pathetic appeal from the immediate neighbour. Decision reads like the neighborhood thought he could design the building for the developer and convince the member it was better. Too funny.

If this is true, that's incredible that this is what holds up midrise housing in this city. 90 units were delayed for no reason?
 
Reviewing the decision, from the link thoughtfully posted by @innsertnamehere ...

I deem two paragraphs key:

In so much verbiage the City's guidelines/performance standards are not OPA or ZBA, they are to be given weight, but not the same weight as law/code.

Which is to say, this is potentially the one good argument the appellant had. That windows on the west wall would impinge on their privacy. Only problem, no windows contemplated on that wall.

Good use of the quasi-judicial system! (insert eye roll here)

This delay will cost Gairloch a wee bit; and it really wasn't necessary.

While I oppose neutering a legitimate appeals process; this is the sort of objection that should have been squashed in an expedited ruling a long time ago.
