Trying to get a copy of it, but apparently residents have gotten a real estate flyer this week that indicates that this "phase" begins in March, then writes that it'll be two storeys of retail, with 205 units -- but absolutely no mention of the Indigenous Health Centre. Did plans suddenly change?

Doubtful, as the Anishnawbe Health Foundation are the owners of the property.
 
Looks like the Sales office across from this site will be remodelled. Might be because the sale of this condo building is starting soon?

That's reasonable to assume. Dream Unlimited are involved, and Dream + Kilmer's buildings here have all been sold through that office at the northeast corner.

There is a lot of content in here, for the first time we really get a good sense on the programming and site plan of this site. Really wish that the DRP didn't embed each page as an image, would have loved to snip out the full resolution images.
