Same, though I don’t exactly blame staff, the estimated $30m cost turning into $380m is crazy. My guess is staff were trying to make a smart bureaucratic and business decision that isn't at all a politically smart one.
 
The original John Tory deal was a predictably bad one and everything to do with this World Cup is scummy money-grabbing anyway. If anything FIFA may get mad that they're only charging $10.
