A great reminder how visible the malting silos are from all directions. And they won’t ever be obstructed given their proximity to the water’s edge and park space.

That’s why we’re making the investment in architectural uplighting around the base of the fluted south silo. A total of 32 programmable, in-ground LED fixtures will illuminate the restored silos as a beacon - analogous to a lighthouse - to mark the western entrance to the inner harbour. Visible from the port lands, island ferry, flying into BBTCA, Trillium Park, Portland Street, etc. And will be programmed to automatically turn off over night in accordance with bird friendly guidelines.

Lighting design is by Montreal’s Ombrages, who also co-designed the stunning Jacques Cartier bridge installation.

There’s a lot our team is excited about by this project, but I think the silo uplighting is at the top of the list. Will be operational when the park is open to the public by Fall 2024.

Any plans to light the north facing part of the north silos so that view terminus down Portland Street would be lit at night??

Thanks @bgobgo and great question. We did consider but ultimately passed on uplighting the north silo for a couple of reasons.

First, compared to the fluted south silo, there are fewer interesting architectural features to accent at the north given that it’s mostly a flat surface. Whereas at the south we’re staggering the placement of the lights at the crevices versus the curves to create an interesting rhythm and achieve different effects and highlights. However, I think you’re right to single out the north facing elevation of the north silo, which has similarities to the south’s features. We’ll take another look at this. Note we’re also installing a new emergency egress stair at this location to support ground floor uses and activations (the ground floor is about 1.5m below finished grade, so we need a stairwell), but may still be able to fit one uplight right in the middle of the crevice.

Also, while not as prominent as the north, the south silo actually is visible from the Portland Street view corridor. Attaching a recent pic from beside Victoria Memorial Square Park, where you can make out the south silo’s blue scaffolding netting. So it will be visible at night one way or another.

I do also think that as part of planning work getting underway for the future planned park at the Spadina Pier parking garage property (east of the silos), it would be worth exploring installing in the park a single spotlight to highlight the iconic ‘Canada Malting Co Limited’ logo, which is also being restored and is visible from Portland Street, the Puente de Luz bridge, and Dan Leckie Way.

I attended the walk today and it was great! No pictures but one item that I found interesting is the OCADU facility in the Northern Silo is actually a thing and has been organizing behind the scenes. Also the portal space is being cleared of obstructions next month and they are going to document it.

 
Any word on the plans for the interior? It's a collection of vertical concrete tubes which would require major interventions to fit them with functional floor space, especially for OCAD exhibitions.
 
From what I gather the renovation that is being funded by the City and a few other agencies is to stabilize the building to a safe level similar to what was done for The Hearn for Luminato. OCADU will then takeover and complete a bare minimum fitout. The idea is to try it out and see if the building suits their needs and then decide whether to commit serious money. There is a RFP later this year for the southern silos.

Recommendations​

Councillor Ausma Malik, seconded by Deputy Mayor Jennifer McKelvie, recommends that:

1. City Council authorize the City, as Landlord, to enter into a lease amendment agreement with current tenants (Canada Ireland Foundation) at 3 Eireann Quay, for the purpose of amending the City's current state-of-good-repair and accessibility upgrade contribution from $1,976,850 (net Harmonized Sales Tax) to a revised total of up to $4,419,000 (net Harmonized Sales Tax), together with such other terms and conditions as may be deemed appropriate by the Executive Director, Corporate Real Estate Management, in consultation with the General Manager, Economic Development and Culture, the Chief Planner and Executive Director, City Planning and in a form acceptable to the City Solicitor.

Summary​

In 2017, City Council adopted the recommendations of the Bathurst Quay Neighbourhood Plan, including a request for City staff to undertake a process to select appropriate uses and occupants for a City-owned building at 3 Eireann Quay for the purpose of establishing a future cultural and community hub on the property.

In 2018, as part of the ongoing implementation of the City-led Bathurst Quay Neighbourhood Plan, City Council authorized the selection of the non-profit Canada Ireland Foundation as the tenant for the building located at 3 Eireann Quay for the purposes of establishing an arts and heritage destination.

In 2021, City Council authorized the City, as Landlord, to enter into a long-term lease with the Canada Ireland Foundation, and to contribute up to $1,976,850 (net Harmonized Sales Tax) towards 'base building' repairs, to consist of various necessary state-of-good-repair and building accessibility upgrades. At the time, this estimate was deemed sufficient to fund necessary base building upgrades to the derelict, mostly vacant facility.

Subsequent partial demolition, removals and inspections, in addition to industry-wide construction cost escalations, have resulted in an increase in the estimated total cost to restore this facility to a state of good repair, and to implement necessary accessibility upgrades required by the Accessibility for Ontarians with Disabilities Act.

$500,000 of the additional funds requested is available within Corporate Real Estate Management's state-of-good-repair capital budget for the year 2023, the balance of $1,992,150 will be budgeted in 2024.

The lease amendment will permit the tenant to access the available base building (state-of-good-repair and accessibility upgrades) repair funds that are needed to keep this active construction project on schedule. Delays in permitting access to the funds may result in construction and building opening delays, which may, in turn, delay other City-led capital improvement projects on the same property.

This Motion is urgent because Parks, Forestry and Recreation staff are beginning work on the site prior to the next City Council meeting.
