Why does it take so long? It should have been turned on a month ago!

A month ago was that major April ice storm followed by a week of rain. I would have set May 1st as a date for all fountains to go on as weather is less likely to be as drastic as it was in April this year
 
While I'm inclined to want turned it on earlier vs. later, I also appreciate jumping the gun could risk a freak freeze and then it would be ruined. Now, if they said end of June I'd be grabbing my pitchfork and heading the City Hall. All in all I'm modestly pleased.

I would say that it is still 'construction signage' and assume it will go once the building is occupied.
The room that Concert sign is in is the sky lounge / dining area, which hasn't been opened to residents yet. I'm guessing they'll remove it once it's open, which should be in a few weeks.
