As UD indicated above, Quadrangle, not Stanford Downey, are the architects of this project. It has been redesigned and does not look like what is shown in the link Albert posted above.

Construction has started. The building is already fenced off and a sizable portion of the parking lot to the north has been excavated. Work is also commencing on the interior retrofit.
