That's interesting. There's a single window on the otherwise windowless wall on the building to the north.

Curious. Would this be a cosmetic or a material defect? Would the affected columns just be left that way? If not, is there a way of repairing them, or would they need to be chipped out and redone?

I do not recall seeing a problem of this nature in other construction photos, although I am sure it has happened before. Obviously, a quality control problem in the way the pour was being done. Is this the type of problem that would result in some on-site follow up to find out the circumstances in which it occurred, try to prevent it from happening again, or would it just be accepted as a normal course of events, and work continues as before?
 
Generally, if the concrete did not sit correctly where as to affect the stability and strength of colomn then it will be chipped and repoured if the integrity of the colomn is not affected then they'll just fill and smooth out where they need to for mostly aesthetics purposes.
 
That actually looks like the result of too much steel / terrible mix design / too low of a slump in the concrete (not enough saturation) and poor workmanship (vibration). As shown in the other columns, some slight vibration issues have occurred but you should never see a column stripped with the lower portion practically missing.

Due to the amount of exposed steel and lack of concrete at the lower portion of the column this will most likely be a full removal of the column and replacement, especially this early in the game.
 
Likely poured too cold so it never flowed properly,.... if the column looks that bad on the exterior, the interior could be like Swiss cheese!

Boy, I'd hope this is just a one-off, and not the start of a pattern of poor workmanship.
