I believe this is not really intended to be built soon and was prepared mostly to illustrate that the existing building going up next door wouldn't impact this lot's ability to be developed as a tower - ie. that it was providing adequate tower setbacks.

I don't think you're completely wrong, but there is an official proposal for it now
