Applications for rezoning can take 1-2 years. Sometimes more depending on what you are proposing. Add another 1-2 years for Site Plan Applications if they don't try to do that concurrently. They will need to negotiate with the City on relief from the office replacement provision in the YE secondary plan.

All of that needs to happen before the site is "shovel-ready". The lack of sales today doesn't have much bearing when you have all this other work to do first. Who knows where the market will be 3 years from now. Would you rather be ready for it if/when it comes, or rather sit on your hands for the next 3 years and not do the work?
