seeing how the first few panels look makes me kind of wish the recessed pieces didn’t dissolve towards the top of the building...

Do you know where to find the SPA docs for this building? I couldn't find them in the development applications portal -- searched for Queens Quay E and Cooper St, found nothing.
 
is it just me or it seems like the indent panels are a different shade than the plain panel?

They're the same tint, they're just flush at the bottom of the panel and tilt inwards towards the top, so all of the tiny panels reflect more of the sky vs the surroundings resulting in a lighter appearance.

It'd be great if they featured some kind of accent lighting but that has yet to be revealed.
