The area is currently occupied by GO entrances along those streets under the rail. The underground mall will be at Union Station. They're enlarging and adding an extra floor for shops, entrances and exists as well as GO platforms.

It's a cable from a crane. The photo has been stitched together from multiple photos or exposures while the crane was moving, so it looks a bit odd.
