City of Mississauga Council today approved the 2019 Development Charges (DC) By-law and Background Study.
The new by-law includes the DC rates and policies to be applied across the City to help pay for the infrastructure required to support growth. The new DC rates go into effect on June 19, 2019. However, the 2019 DC By-law provides for a transition period where building permits issued between June 19, 2019 and July 12, 2019 will pay the former 2014 DC rates, as indexed.
“In passing the by-law, the new DC rates will help recover the growth-related capital costs of new infrastructure projects,” said Jeff Jackson, Director, Finance and Treasurer. “DCs help pay for the cost of libraries, fire and transit stations and community centres that would otherwise have to be paid for by the property tax or other revenue sources. The by-law was refined by engaging the public and the development community and we thank all participants for their input.”
The 2019 DC By-law aligns with the provincial intent to provide a statutory exemption for secondary units in new construction from paying DCs, which is contained in the More Homes, More Choice Act, 2019 that received Royal Assent on June 6, 2019. Council’s comments on this legislation are available here.
The City collects DCs under the authority of the provincial Development Charges Act, 1997. The DC By-law is reviewed a minimum of every five years.
