How long can a transit project be built after a thread is opened in UT?

Apparently, a long time. Though, other people said in this thread, that some of the projects predate UT, but trust me, the fact that transit developments in Toronto that haven't started yet ( except for Line 5 ), can be meseared by a forum tells you something is wrong.
