Gardiner shanties, filth and debris

I drove into the city today with an out of towner who remarked at the encampments, garbage, litter and beggars under the Gardiner from about York St. to Parliament. It’s something so pervasive I’ve stopped seeing it. Does the city have any plan to clean up this area?

I would gladly pay whatever increase in taxation to get those people housed, begging stopped, and then clear up the filfth and shanties. Let’s make the Gardiner underpass areas nice. Right now they’re an embarrassing blight on our city.

Luckily, the public realm plan for the Gardiner East plans to do exactly that for that portion.

I think the Gardiner's current state has to do with the area's current status as a transitional area- most of the worst areas are of little inherent value (huge penalties due to lack of light, occupation by the Lakeshore, poor adjacent built form, noise, and traffic), and the context is constantly shifting due to construction.

Hence, fixing certain portions (like central portions) are less of a priority compared to other areas like the waterfront, where public realm investment will dramatically improve the value and quality of the adjacent lots.

Solicitation of captive audience prohibited
(2) No person shall,
(e) solicit a person who is in the process of getting in, out of, on or off a vehicle or who is in a parking lot; or
(f) while on a roadway, solicit a person who is in or on a stopped, standing or parked vehicle. 1999, c. 8, s. 3 (2).

Duty of pedestrian
(4) No pedestrian shall leave the curb or other place of safety...and move into the path of a vehicle
