Ontario Provides Land for a Community Hub and Arts Centre in Toronto

March 11, 2021

The facility will benefit residents in the Jane and Finch area and beyond

TORONTO — The Ontario government is providing 2.174-acres of land to the City of Toronto to build a community hub and centre for the arts in the Jane and Finch community. The land is adjacent to the future Finch West LRT Maintenance and Storage Facility and is being transferred at no cost.

"As we continue to build much-needed transit along Finch West Avenue, we recognize the importance of recreation, arts, education and community-building to the Jane and Finch community," said Caroline Mulroney, Minister of Transportation. "That's why we are providing the land at no cost to the city so area residents can have a vibrant community hub and arts centre that will offer a variety of services and programs."
The land contribution will allow the city to continue design-related work and establish partnerships to construct a new 65,000 square foot centre that is expected to generate significant benefits to the community. Those benefits will help serve the larger goals of community collaboration and bringing people together, giving residents the opportunity to learn from and help each other.

"I want to thank the provincial government for providing the City of Toronto with this land that will allow us to create a much-needed community hub for residents in the area of Jane and Finch," said John Tory, Mayor of Toronto. "Thank you to Councillor Anthony Perruzza and the Jane-Finch community for their strong advocacy for this hub that will be a key part of the neighbourhood's future along with the Finch West LRT. I'm confident that the programs and services that will be offered at this community centre will have a lasting impact and I'm glad that everyone is committed to making it happen."

"We are dedicated to ensuring that our vital transit projects provide strong links so that there is a seamless connection to the communities in which they are being built," said Kinga Surma, Associate Minister of Transportation (GTA). "We are so proud to take this first step to enable this transformative community space that will help improve opportunities for today's youth and future generations in the Jane and Finch community."

The province and its partners are also exploring how a future community centre could align with the Black Youth Action Plan as part of the land transfer agreement. If supported, this community space could also offer economic empowerment programming, among other services, to support local youth in achieving social and economic success.

QUICK FACTS

  • Once completed, the Finch West LRT will bring better, faster transit to Toronto’s northwest with 18 stops across 11 kilometres of rail and connections to travel across the region with GO, TTC, MiWay, YRT, and Züm.
  • The Black Youth Action plan was released in 2017 as a four-year $47 million investment to help address persistent outcomes disparities for Black Ontarians across life stages and to create the conditions necessary for Black communities to thrive.

Expect a photo-op by Doug Ford, if he's still around, at the community hub and centre for the arts when the "ribbon cutting" event occurs.

The Jane and Finch community deserves a hub, especially given they were promised one and started working on its design. It’s really annoying and frustrating that the government tried to pull a bait-and-switch, but I’m glad in this case they had to back off.

The City has just agreed to buy land for the community centre. I assume a thread will be set up once there is an actual project.

City Council unanimously approves acquisition of land for the Jane Finch Community Hub and Centre for the Arts

Today, Toronto City Council unanimously authorized City of Toronto staff to enter into an agreement with Metrolinx to acquire a portion of 2050 Finch Avenue West for the proposed Jane Finch Community Hub and Centre for the Arts.

The portion of 2050 Finch Avenue West, which is approximately 1.98 acres, will be sold to the City for a nominal consideration of $2. Estimated costs to conduct necessary diligence on the property and typical closing costs, including land transfer costs, are $200,000 and will be funded from the 2021-2030 Council Approved Capital Budget and Plan for Corporate Real Estate Management. The anticipated closing date for the transaction is Q4 2021.

The City, along with Metrolinx and a local community group, the Jane Finch Community Hub and Centre for the Arts Organizing Committee, identified the portion of 2050 Finch Avenue West as the proposed site of the Jane Finch Community Hub and Centre for the Arts. The property acquisition builds on the feasibility study completed in 2019 by the Jane Finch Community and Family Centre and the Community Action Planning Group, in consultation with local residents and the City. The study establishes a vision, programming and concept design for the future community hub.

The proposed site is located on the boundary of Black Creek and Glenfield-Jane Heights neighbourhoods, two of 31 Neighbourhood Improvement Areas identified through the City's Strong Neighbourhoods Strategy. According to 2016 Census data, close to one in three residents in these two neighbourhoods are low income, close to 80 per cent are racialized, almost 60 per cent are newcomers and over 80 per cent are families with children. The proposed site provides an excellent opportunity to optimize social, economic and environmental returns in ways that achieve multiple benefits for residents of the Jane-Finch neighbourhood.

The community hub is also in alignment with the development of a complete community framework for the area under the Jane-Finch Initiative: www.toronto.ca/city-government/planning-development/planning-studies-initiatives/jane-finch-initiative/. The aim of the Jane-Finch Initiative is to develop an integrated plan for the Jane-Finch neighbourhood that advances social equity and economic inclusion for current and future residents, encourages the appropriate kinds of growth and development in the area, and guides investment in community improvements.

Coming together. Lots of track work happening including the turn at Finch into the site. Avoid the area if you are interested in a speedy ride.

See other threads for the line I shot today for the first time. Weather against me from allowing me to do the shooting of the sit correctly.

Lots or overhead to be done and doesn't look like the renderings.

Doesn't look like they have a ring setup to doo the 600 hours burn in.
