East Downtown if St. Jamestown never built

What would have the St. Jamestown area looked like today if the original Victorian housing had been kept? Would it be a gentrified, middle class area today, or full of rooming houses?

If no towers, where would the immigrants and poor who populate these towers live? How would the east downtown area look today?
