City of Toronto Planning: How does a City Grow?

With silver bells, and cockle shells, and marigolds all in a row?

What I find most interesting is the noted disparity between the new units over the five year period and the population growth. It could be that the new units didn't have a good response rate to the census or those units had not yet been occupied. It may be that the next census has a large jump in population to fill those units.
