Chinatown Bike Ring Fail

Is this thing outside Chinatown's Dragon City a bicycle ring or a work of "art"? It's got 8 rings on it (more than your typical ring) and an artistic rendering of a biker on it, so it's screaming "bicycle ring"...

... but nobody is using it. People would rather chain their bikes to a garbage bin than that thing.

Saw it a little while ago, it's pretty cool!

Maybe everyone just doesn't want to ruin it ... kinda like a piece of art
