The IndyCar race is scheduled before both the CNE and Caribbean Carnival parade, and from what I can see has not yet been officially cancelled, but I doubt there's any realistic hope of it happening in 2020. They have to start setting up the grandstands, barriers, etc., about a month ahead of time, and the bans on international travel and spectator events would have to be lifted.
Maybe they're afraid it won't return? They've been routinely renewing the contract for it in three year increments, and I think
2020 is the last year of the existing one. With the possibility of a subway station and whatever other construction may be involved in a new grand scheme for Exhibition/Ontario Place, and the companies they need to sponsor the race and the teams probably not having the money for it anymore, its time may be coming to an end.
