Normally I am a fan of Gehry's - but this particular piece just looked like 5 big brown paper bags of groceries stacked atop one another.

Haha! I didn't see that until you pointed it out. It kind of does. I actually kind of like this a bit though. I'm not a fan of Gehry's though.

Indeed it does look like a stack of brown grocery bags I'm all for daring architecture but this example demonstrates that there are definitely some projects that should just remain ideas. But if weird is what they want then this one should hit the mark.
