Torontonians invited to share views on future use of century-old 'Wellington Destructor' incinerator structure

The City of Toronto will host a public consultation session on Tuesday, April 25 at St. Mary's Elementary School (20 Portugal Sq.) to collect input from residents on potential uses for an old building at 677 Wellington St. W. popularly known as the Wellington Destructor.

The Wellington Destructor was a large garbage incinerator inside a brick building. The structure was built in 1925.

Public participation is an important part of the process to determine the appropriate future uses for the building. Next week's public consultation, which will take place in the school gym from 6:30 to 9 p.m., will consist of information displays, a presentation by City staff, a panel discussion followed by a question-and-answer session and further opportunity for comment. An online survey is also available on the City's website for those unable to attend next week's consultation session.

The incinerator was in active use until the burning of solid waste was halted in the mid-1970s. At that time, the site became a waste transfer station for a period. The transfer station has been decommissioned for decades and today the site not being used.

The property was listed on the City of Toronto heritage register in June 2005 and is subject to heritage policies for its conservation. The brick building has been closed since 2005 to prevent further deterioration and was secured at that time to prevent entry.

701 Wellington is a City Public Works Yard and will remain as such for the foreseeable future. Should it move in the future, the land is intended to become parkland, connecting the Stanley Park extension to the west with the Wellington Destructor lands to the east.

From the 2 Tecumseth staff report:
The policies of OPA 273 intend that the City Public Works Yard located at 701 Wellington Street West will be protected and may be expanded, provided there is sufficient land remaining to construct the proposed multi-use pathway, a potential vehicle access to the City Public Works Yard, and any landscape/safety buffering from the City Public Works Yard and rail corridor. The policies also require the submission of a Works Yard Compatibility Study (WYCS) that evaluates how proposed residential uses may affect the ability of the City Public Works Yard to perform normal service activities and any mitigation measures that may be employed.

The City Public Works Yard, which the proposed policy framework intends to protect for the duration of its operational necessity, may eventually be relocated. At such time as this occurs, the space will be converted to park space, as is reflected in its designation as Parks and Open Space in OPA 273. In the interim, the City will seek to ensure adequate connections between the new South Stanley Park Expansion and the green space fronting the Wellington Destructor.

On Monday evening, it was my pleasure to be joined by members of the Wellington Destructor Community Stakeholder Group to talk about the future of the Wellington Destructor site, a former garbage incinerator built in 1925 and vacant since the 1980s. In 2017, former local Councillor Mike Layton hosted a public meeting on future re-use of the Destructor building. And this past year, the City of Toronto started a procurement process for a long-term private partner to help bring the Wellington Destructor back to life according to principles determined with the community, including:​
  • Creating a local community hub with a vibrant mix of activities
    • Preserving the heritage building
    • Implementing design excellence and environmental sustainability
Our Community Stakeholder Group came together to talk about what the potential private partners are proposing to bring to the project, and help guide the direction of ongoing decision-making and future negotiations.​
This is an important step forward but there is still much more work ahead for the community and the City. We anticipate that City staff will make a recommendation to City Council in early 2020 on the best private partner to help revitalize the Destructor, based on the feedback that was heard from the community in 2017 and earlier this week. Then, we will hold additional public meetings and workshops to determine the detailed plan for a dynamic community hub at the Wellington Destructor.​

The City of Toronto initiated a Request for Proposals (RFP) in 2018 to repurpose the Wellington Destructor – a century-old former garbage incinerator – into a new 21st century destination. TAS submitted a bold proposal that positions “Destructor Park” as a new model for public/private space that will evolve the historic context of the building and its landscape through a dynamic hub prioritizing creation, education and innovation. The proposal integrates a multitude of uses including market and affordable commercial, retail, community and event spaces. The City has not yet formally awarded the RFP. We remain optimistic regarding the opportunity and believe our proposal will seamlessly integrate into our broader plans for 2 Tecumseth.
