I understand wanting the built form of something more significant here, but having a restaurant with a rooftop patio right next to the park is also great IMO and maybe even better and will add vibrancy to the area.
I'm in favour of significant intensification throughout the city but also that doesn't mean every site needs to be intensified fully. Small buildings and variety of buildings can still be good for different purposes. And in this case a rooftop patio on the third floor amid the city right next to the park is still a great outcome for the city.
And very likely the site will be redeveloped again at some point in the future — but in the meantime we get a patio to add vibrancy to the area and observe the rest of the vibrant and intensifying city around it from.
