I found a crane in the wild while driving along Leslie in Richmond Hill. Here's what I found on the Richmond Hill city website on the development.

A request for approval of a Major Site Plan Amendment for an expansion to the existing building of 2,307.0 square metres (24,832.34 square feet), the construction of a new accessory building (generator building) and the addition of a fourth floor to the existing above ground parking structure on the subject lands.

This 6-storey medical office designed by Endri Poletti Architect was originally proposed in 2013 and construction began in 2015. The project was behind schedule and over budget and the developer was placed into receivership by December 2018.

Google Street View imagery indicates no substantial progress between October 2018

The site was then purchased by a new proponent who has submitted new a site plan application as of May 3, 2023 for the expansion noted above by @shawnzachariah . The new developer will presumably complete the original 6-storey plan as well, and this thread will be used for the project as a whole.
